Abstract: The world is changing in many ways which offer new opportunities and new threats. This talk will focus on the threat landscape in Maine. It will survey the state of Homeland Security in Maine and the role of the National Guard in defending Maine. Also covered will be the impact of climate change on Maine and the new threats that might arise because of the Arctic melting. Finally, the talk will address the various cyber threats and how they relate to Maine and the US.

BG Campbell 8x10 25 Mar 2014About the speaker: Brigadier General James D. Campbell assumed duties as the 39th Adjutant General of the Maine National Guard & Commissioner of the Maine Department of Defense, Veterans, and Emergency Management on August 11, 2012.

General Campbell was commissioned as a Regular Army Infantry Officer through the University of Maine ROTC program upon graduation from Colby College in 1986. General Campbell was the Officer Distinguished Honor Graduate of his US Army Ranger School class, and then served in several Infantry command and staff positions in Hawaii, Germany and in the Continental United States. General Campbell left the Regular Army and joined the Maine Army National Guard in 1995. He served as an Active Guard Reserve (AGR) officer for over 16 years.
After joining the Maine Army National Guard, General Campbell served in a variety of assignments, including as a battalion and brigade Operations Officer (S3), and commander of the 11th Civil Support Team (WMD) from 2003 to 2005. He subsequently served as a senior plans officer for the Combined Joint Special Operations Task Force-Afghanistan.

In 2007, General Campbell was assigned as the Deputy Director of Operations for the Maine Army National Guard, and then served as Brigade Executive Officer at the 52d Troop Command. In 2011 he was selected to serve as the Deputy Chief, Operations Plans Division, US Central Command at MacDill Air Force Base in Tampa, Florida. General Campbell is an Army Strategic Plans and Policy Officer.

General Campbell holds an MA and PhD in History from the University of Maine. He has done graduate work at Harvard University, at the Fletcher School of Law & Diplomacy at Tufts University, the National Defense University, and at the Kennedy School at Harvard University.
